[Grammar] To have or to having!?

The meaning of the sentence can be found comprehensive, but i wonder why the writer used "GERUND" after "TO", i.e. "TO HAVING".
could i write "TO HAVE"?

As far as I know, "plead guilty to" can only be followed by either a noun or a gerund.

By the way, could you perhaps use the normal quote feature, instead of that code-thingy? It's a little bit inconventient.
