In addition, if we have not enough free time when are we going to spend our money?
(CPE Sample script)

I'm reading through a few CPE sample scripts. They are not supposed to be examples of "perfect" English, so I'm trying to find ways in which some sentences can be improved. I would rewrite the sentence the following way:

In addition, if we don't have enough free time, when are we going to spend our money?

Do you agree with this? Do we need that second comma in this sentence?

Yes, I'd use the second comma. The original needs a second comma too.

It's grammatical but would more usually be rendered as "if we haven't enough time".

"Don't have enough..." would be natural in AmE.
