    If
    a global test would become the criteria for taking self defensive measures, Israel would never be allowed to defend itself.

    I am sure 100% that the above conditional is an unreal one, but I couldn't make it out. Why would being repeated? Can't we use could in the if clause instead of would?

    It's wrong. It would be better as "If a global test became..."
