The role of the lawyers and the judges is to provides justification for an outcome which is permitted on normative grounds and which provides a convincing story that integrates the facts with the law in a manner that is both normatively and "narratively coherent", i.e. in which there is a good 'fit' between the facts and the legal outcome.
What is the "which" refer to? normative ground? outcome? role?
What about the "which"? manner? story?
Is "which" always indicating the nearest noun in the context?

It refers back to "outcome". The "ie" part is simply meant to clarify the preceding clause.
