this is not/has not been/was not a good question

In daily conversation, a foreigner has just asked me a question, and I think it is not a good one; when I reply to him, which one should I use?

'this is not(obviously a general opinion)/has not been(obviously related to the present)/was(obviously a past event!) not a good question'

    (not a teacher)

What do you mean by 'not a good question'? What you want to say is a tad blunt and will likely offend whoever you're talking to.

On the assumption that you don't mind being rude to him, say "That is not a good question". I suggest you then run away very fast!
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    Thank you very much.

I'll try to tune it down.
