English native speakers are those whose cradle tongue isn't English. On the other hand, native English speakers are those whose mother tongue is English. Am I right?

I wouldn't call someone whose mother tongue (what you have called "cradle tongue") is not English an "English native speaker". I might say that they "speak English like a native".
For me "an English native speaker" is an unnatural statement. A "native English speaker" is someone whose mother tongue is English.
