    Correct sentence?

    If he becomes released after 21 years, how is that fair to all his victims and also family of the victims?

    Or even "...all his victims and their families."
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
