#2 is not natural, in my opinion.

Tom has a daughter.
One day, Her old chair was broken.
So he made a chair and gave it to her.
We can say,
s1. Tom made her a chair.(or Tom made a chair for her.)
Tom is a wizard and he is somewhat wicked.
He has a daughter and she is a troublemaker.
Recently, she caused a trouble.
He wanted to punish her by magic.
So he cast a spell on her and turned her into a chair.
We can say,
s2. Tom made her a chair.
Both s1 and s2 can be grammatically right?
Should they be understood by context?
