    Pass by with the direct object

    Can I use phrasal verb "pass by" with the direct object after it? "The camera passes by two workers of the court". Or I should write "The camera passes two workers of the court by"?

    I agree. I don't particularly think that "pass by" is an appropriate verb for a camera anyway, regardless of where you put the word "by".
    "Workers of the court" is also overly wordy.

    The camera passes two court workers/court employees.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
