Suppose that in Kenya there is one elephant for every 10,000 people, in Malawi there is one elephant for every 5,000 people and in Sri Lanka there is one elephant for every 2,000 people, then Sri Lanka has the highest elephant-to-human ratio.

Does that mean that elephants in Sri Lanka outnumber population?
No. The words 'in the world' are probably intended after 'ratio.' It means that there are more elephants per x humans in Sri Lanka than there are in any other country. There is actually about one elephant per 5,000 humans.
