The environmental impact assessment report must be made filed to the competent authority for approval together with the feasibility study of the project.

Is made redundant here? I think it must be "must be filed to" or "must be made to file to".

"Must be filed" or "must be made." It's an error.

Filed with, as well. (Not "filed to")

I've been the victim of this myself. You start to say it one way. You change to the other. You forget to go back and fix it.

I think "file for" is appropriate in this case.

I wouldn't use "filed" there, of the two, I would use "made".

No, you file it with the regulatory agency.

It goes into their files. It is with them.
