    How to use the two adverbs 'highly' and 'ethically' before controversial?

    Hi,
    In what order should the two adverbs be used before 'controversial'? This is when we tend to emphasise the 'ethical/moral' side of the issue by adding an adverb such as 'highly'.

    I would appreciate any reply. Thanks.

    I think you mean

    'This is ethically highly controversial'.

    'This is highly ethically controversial.'

    Better, I think, to emphasise the ethical aspect, is

    'Ethically, this is highly controversial.'
