    Lightbulb :D I'm So ignorant ;) p.s. i'm in hurry

"The sudden rise of unconventional oil and gas supply seems on the surface to have closed off this possibility for the foreseeable future"

In the sentence above what kind of verb is " to have closed"?
    to+have+p.p?

If it refers to "the sudden rise..." so i think that the correct form would be " to have be closed" am i right?

    Thank you

No, you are not right. The original is perfectly correct.

What's your hurry, Sepmre? Are you working to a homework deadline?

A better title would have been 'to have closed'.

    Extract from the Posting Guidelines:

'Thread titles should include all or part of the word/phrase being discussed.'

You are being paid for your work. Please do not expect the unpaid volunteers who give up time time to respond to questions here to hurry up so that you can satisfy your clients.
