    Re: the?

No. We have weather. We don't have "a" weather or "the" weather.

    Re: the?

We generally say "the weather" in a statement or question when no adjective is being used for the weather. As soon as we add an adjective before the word "weather" we lose the article.

    What was the weather like?
    The weather was wonderful.
    We had wonderful weather.

What will the weather be like next week?
    The weather will be terrible.
Next week, we will see terrible weather.

There are a few occasions where you will see "def article + adj + weather", for example:

The awful weather we saw last winter won't be repeated this winter.
