Alexander Medvedev suggested that a gas troika of Iran, Qatar, and Russia consider joint “projects that could be implemented by the three countries in gas production and transportation”
I just can't understand what this expression "consider joint" means?
Is it corret?

No, it doesn't. You can remove the inverted commas without changing the meaning. The writer used them to show that he was quoting the actual words used by Medvedev. It would have aided your understanding if he had opened the quote after 'consider'.Moreover this mark " indicates that the coming phrase is completely independent from "joint".
Note that you can use the Edit Post feature instead of starting a new one, and that a better title would have been 'consider joint', as those were the words you were asking about.
