And as I said before, which particular parts of the question are causing you problems? Have you looked up each word in a dictionary?
I assume, for example, that you already know what "father" and "children" mean. I think you probably also know what "communicate with them" means.

Would a father who cares, have children and then not communicate with them? No.
Does a caring father exist, who has children and then doesn't communicate with them? No.
So, what caring father would do that? No caring father would.
