    Hi English Teachers,
    Can I use ‘create’ to replace ‘set up’ and do the sentences have the same meaning? Thanks a lot in advance.

    No. I can "set up" (or assemble) something from various parts, but if I create something I have to originate it. An example is that I can "set up" a lesson plan from many sources. If I create a lesson plan, the plan will be original and will only be from me.
