I suggest "new flight routes to Luxembourg", not "for".

Hello teacher,

Wouldn't it be better to use "a" instead of "the". I have certain doubts that the recipient already knows what questionnaire the sender is sending.

But i think "for" is better to use here. Why you suggest "to".

But I think "for" is better to use here. Why did you suggest "to"?

I assumed that it was opening up routes from various places to Luxembourg. If it's the reverse, then I would have said "... establish new flight routes from Luxembourg". However, I suppose that if it is talking about establishing new routes for airlines based in Luxembourg, then "for" might work.
