This appears On the Cambridge First Certificate 2 Practice Exams

...all the pizza makers around the world who...[submit, give, provide, deal] uneatable meals"

None of them seem correct to me, not even deal -the right answer.?

None of them seem correct to me, not even deal -the right answer.?
If they are preparing food, then they do provide the food.

Then I'm afraid that's nonsense. I can't think of a single situation where someone would "deal" food.
People deal with food.
People deal in food.
People don't deal food.
