Suppose someone is describing some disaster:

"It was a disaster at/on the level of Apocalypse."

Should it be "at" or "on"?

It was a disaster of apocalyptic proportion(s).

on the level = honest
'On the level of an apocalypse' is fine.

'On the level' can mean 'honest, but it clearly does not in this context.
