    As always, context will dictate whether or not it's correct. Give us some complete sentences or dialogues in which you use them, and then we can comment intelligently.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    My friend (in Canada ) ,before two days , has sent me in his letter this statements ;

    - I did send a fax to IQAS and corrected the postal code. I hope that will be fine.
    - I did recieve the remaining PR Cards. I will send them today or tomorrow.

    Yes, it's correct. "I did send..." = "I sent". Using 'did' for the past tense is normally used for emphasis.

    He was correct. He could have said "I sent a fax ..." and "I received the remaining ..." but using "did send" and "did receive" adds an emphasis. Please see the corrections I made to your post in red. Remember the following rules of written English:

    - Start every sentence with a capital letter.
    - End every sentence with a single appropriate punctuation mark.
    - Always capitalise the word "I".
    - Do not put a space before a full stop, comma, question mark or exclamation mark.
    - Always put a space after a full stop, comma, question mark or exclamation mark.
    - Put a space before an opening bracket but not after it.
    - Do not put a space before a closing bracket but do put one after it.

    Note the correct spelling of "receive". It follows the famous spelling rule "I before E except after C" (there are a few exceptions but it's still a pretty good rule to follow).
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
