My friend (in Canada), [STRIKE]before[/STRIKE] two days ago, [STRIKE]has[/STRIKE] sent me [STRIKE]in his[/STRIKE] a letter which contained [STRIKE]this[/STRIKE] these statements:
- I did send a fax to IQAS and corrected the postal code. I hope that will be fine.
- I did receive the remaining PR Cards. I will send them today or tomorrow.
I would like to check whether if he is correct or not?

He was correct. He could have said "I sent a fax ..." and "I received the remaining ..." but using "did send" and "did receive" adds an emphasis. Please see the corrections I made to your post in red. Remember the following rules of written English:
- Start every sentence with a capital letter.
- End every sentence with a single appropriate punctuation mark.
- Always capitalise the word "I".
- Do not put a space before a full stop, comma, question mark or exclamation mark.
- Always put a space after a full stop, comma, question mark or exclamation mark.
- Put a space before an opening bracket but not after it.
- Do not put a space before a closing bracket but do put one after it.
Note the correct spelling of "receive". It follows the famous spelling rule "I before E except after C" (there are a few exceptions but it's still a pretty good rule to follow).
