    The candidates are required to pay a fee of Rs. 100/- (Rupees Hundred only) (excepting Female/SC/ST/PH candidates who are exempted from payment of fee) either by remitting the money in any branch of SBI by cash................

    Shouldn't there be the article "the" before payment?

    No. "Payment" in that context can be considered a general reference to an uncountable noun, and I would use "exempt".

    I think there is a definite article missing but not before "payment". I would say "except (not excepting) female students who are exempt from payment of the fee" or "exempt from paying the fee".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
