The department do not have proper procedure and timeline.

    1) The time limit for the pizza delivery is 40 minutes. The customer received the pizza at the time limit mark but he insisted that I was late. (Not sure if I can use the word mark).
    2) The department do not have proper procedure and timeline for processing the application.
    3) The department do not process the application according to a standard operating procedure and there is no time line for them to follow.

Are the above sentences correct? If no, can somebody teach me how to correct it? Thanks

    1. I would say that "the customer received the pizza right at the time limit, but..."
2 and 3. "Department does not" in AmE. Otherwise OK.
