I arrived at what was once the capital of Greece.

I arrived at _____ the school was supposed to be.

I think both sentences above are similarly structured. In what way is the second sentence from the first one?

As for the second one, if written as "I arrived ______ the school was supposed to be", I will choose "where".

Is "at" necessary when we choose "where"?

I think both sentences above are similarly structured.
They are not. In the first, 'what' stands for 'the place which/that'. in the second 'where' stands for 'the place where'.

You can say, "I arrived at what was supposed to be the school", but not the above.
