I can't understand the meaning of the phrase: "men with fine future behind them".
Does it have a negative meaning? or a positive one?

You should provide some more of the context. However, unless it's a slip of the pen by the writer, we can be sure that this has a negative meaning. The writer is using a play on words for comic effect. He has changed the commonly used phrase, "men with a fine future ahead of them" to indicate that these men are actually failures, who have not lived up to the high expectations they once enjoyed.
