Does “the ultimate Austin-bashing legislation" mean "the supreme authoritative decision"?

Context:
Some Texans, however, suggested the path in fact led 95 miles south to Austin, the state’s capital, and speculated that Mr Kim had taken against the liberal enclave’s young “hipster” population.

Kirk Watson, a state senator and former mayor of the city, described Mr Kim’s threat as “the ultimate Austin-bashing legislation”. After Mr Kim was also pictured working at an Apple iMac computer, one local resident also suggested that as the “ultimate Apple fanboy”, he planned to “nuke Dell”, the PC giant, which is located nearby.

It means the climax of anti-Austin legislation. Since Austin is the capital, it is anti-government legislation, probably right wing and libertarian, judging by the Americans' usual thought that government is anathema to business and capitalism.

But I failed to get "it is anti-government legislation" well. Does it mean "Austin is anti-government (of the United States)"?
And Austin-bashing means attacking Austin (the state capital of Texas)?

:oops:. I should have read the article you linked us to. The reference was in fact to the ability of the North Koreans to attack Texas with rockets. If this happened, it would indeed be the most effective way of stopping the state government in Austin working. The remark was meant to be humorous.
