Before joining today, I thought I'd take a look at the Member's FAQ and the rules of the forum. So I clicked on the link to the rules in the Members' FAQ page (here: UsingEnglish.com Members' FAQ) and it linked me to a page about smilies (here: Smilies - UsingEnglish.com ESL Forum)
Was wondering if this was a bug or deliberate....

You're right. Inside the Members' FAQ, under "What Are the Forum Rules?", we find this sentence: Please make sure that you read and understand the rules listed on this page.
If you click on the words "this page", it does indeed take you to the explanation of how to use smilies. I'm sure the webmaster will sort this soon.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
Yup, they were still missing and hadn't been restored since the malware issues.
A basic version of the forum rules have returned: UsingEnglish.com ESL Forum - Forum Rules. However, we might need to revise and update them in the next couple of weeks so keep an eye out for notifications.
I'm not a teacher, so please consider any advice I give in that context.
