I have trouble with the following sentences." If the mode of entry of the new group does not carry the baggage of having become part of the United States through bloodshed." what should I understand from "carry the baggage of".

That doesn't help much more. Unfortunately, your paragraph isn't written in sentences, and carries no proposition in the first few sentences. The missing context is what this is the "First" of.
To "carry baggage" generally means in this sense, as a metaphor, to bear some politically uncomfortable, or unresolved tensions from the past.
When we say someone is "carrying baggage" from their childhood, or from an earlier marriage, it means that they have unresolved issues (usually psychological/emotional in this context) that still affects the way they behave in a negative manner.

It's not very good writing, but the baggage means the negative perceptions, issues and problems that come from negative past experiences.
