I am confused whether a 'verb to be' is needed after the conjunction 'and'. For example,

I am confused whether a 'verb to be' is needed after the conjunction 'and'. For example,
- They are cleaning the classroom and are arranging the tables as well. (Is the 'are' in blue needed?)
- I am crying and laughing at the same time. |or| I am crying and am laughing at the same time? (The second sounds weird to me)
Is there any rules for this? Thanks for the help in advance.
