    Recently, I was working on a report. among produce/construct/make an actual plan, which of them is more natural English?

    You can "produce" or "make" a plan.

    I would make or formulate a plan.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
