A drum for winding a mooring rope on shall be installed aboard the ship.
The above sentence says that a drum onto which a mooring rope is usually wound shall be installed aboard the ship.

Is the original phrase properly formulated?

Simpler than 'A drum for winding a mooring rope on' is 'a mooring rope drum', which is a term in use in the seafaring world.
