    explain the sentence

If you register to take part-1 before 30-june 2013, you have about 6 months after that to take pass the exam (deadline is 27 Dec-2013) - I would advise against that - too short a time, especially if you are doing it for the first time.

please explain the meaning of this bold sentence?

The writer is advising that signing up just before June 30th 2013 and planning to take the exam on December 27th 2013 is not a good idea. It does not give the person long enough to do whatever is required before the exam.

"I advise against signing up such a short time before the exam."
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
