    "Mr. Jasim further quoted Mr. Singh as saying: “Gandhi has served nation."

    1. What does "as" mean here?

    2. Why it is used present continuous form of "say" here?

    Hello!

    "As" in this context is part of a larger sentence structure; think of this as a common pattern that is used in English. This is also why the present continuous form is used - it's part of the sentence structure. In English, the present continuous structure is for past events which still affect the present.

    So in your example, Mr. Singh said (in the past) something which Mr. Jasim is now quoting in the present.

    It's not a present continuous here; it's a participle.

    Mr Jasim quoted Mr Singh as saying, "...".
    The President has been quoted as having said that ...

    "Mr. Singh has been quoted by Mr. Jasim as Mr. Singh has said that....."?

    No. It means: Mr Jasim said that Mr Singh had said, " ... ".

    Mr Jasim quoted Mr Singh's words.
