I would like to know if the arrangment below make any sense? regarding the world "present".

It leads to a qualitative description of the heat transfer regimes present when...

Personally I think that the world "present" must be preceded?

No. 'Present' is correct.

In future please give at least a full sentence.

Personally I think that the [strike]world[/strike] word "present" must be preceded?

I have added two words in red to the sentence. Does that help you to understand that "present" is in the correct place.
When you said "I think the word "present" must be preceded?", did you mean "I think the word "present" should be written earlier in the sentence?" Check the definition of "to precede" and "to be preceded by".
