[Essay] "as for me" and "as to me"

I am interested in meaning of those two expressions.
As far as I know "as for me" means "as regards me". Is there any other meaning of it?
I have also heard a few times "as to me" but I can't find any translation for this. Is it correct?

The context for "as to me" was such that woman was talking about rising food prices. Something like this:
"As to me food prices are too high."

'As to me' is not used as a phrase in its own right, though the three words ma come together:

She speaks as much to John as to me.
I didn't buy the cars as(,) to me(,) it seemed overpriced.
