2 verbs in the same sentence

I'm really not understand what the situation for 2 verbs that can be used in a 1 sentence .

As the below example I found form a book :

Violet made a face when all she saw inside was a funny-looking piece of paper.

( Violet opened the present and found a piece of paper inside)

Why the 'saw' & 'was' appeared in the same sentence as the verbs ?

Possible answer: Ellipsis - there is part of the sentence removed probably for being self-evident. The full sentence should read:

Violet made a face when all (that) she saw inside was a funny-looking piece of paper.

Maybe the answer's easier than that. She saw something. + It was a piece of paper. => Two verbs

I went to see what was going on outside because I heard a noise.

That's five verbs in one sentence. Where have your heard/read/seen that you can only have one verb in a sentence?

Every verb has its own common patterns. You have to learn how to use every verb. Yes you can conjugate 2 verbs in a single sentence. In this sentence 'saw' & 'was' this to conjugate in one sentence.
