I'm reading a book and don't understand what the sentence ‘the right hand does not know what the far right hand is doing’ means in the paragraph below, does it mean 'one who doesn't know oneself is doing'? Or there's another meaning for the sentence?
"During his first presidential election campaign in 1980 Reagan had claimed that ‘approximately 80 per cent of our air pollution stems from hydrocarbons released by vegetation, so let’s not go overboard in setting and enforcing tough emission standards from man-made sources’. Senator Ted Kennedy and others at the Democratic convention ridiculed
Reagan for blaming ‘killer trees’ for destroying the planet. When tackled about such contradictions, holes in his leadership story or his stretching of the facts, Reagan responded, with typically disarming shrewdness, that in his administration it looked as though ‘the right hand does not know what the far right hand is doing’. Again, everybody laughed."
