    Unhappy What is the meaning of this sentence?

    In a documentary called "world at war", the narrator said something which I don't get it's meaning.

    He said: The London Poles became more frantic in their hopelessness and blamed the British for their plight. But the RAFcouldn't fly in much supplies as long as Stalin refused to let them refuel in Soviet-held territory.By the time he'd been persuaded to relent, so little was left of Warsaw that the supplies dropped fell more often than not into German hands.

    I don't understand the bold part. My guess is that by the time Stalin decided to let the RAF refuel, Warsaw was almost destroyed , so that the supplies which were dropped by RAF didn't get into Poland's people.

    Is it true?

    You mean 'Is my understanding correct?' not 'true'.

    Yes, it is. They didn't get to Poland's people.

    A better title would have been 'The London Poles'.
