    What does the following "built" mean?

    But we forget that regardless of our age, play has to be a priority. As Brown says, "We are built to play, and built through play."

    Is this saying "we are made to play, and become healthy or whole through play"?

    Yes, exactly! The first "built" could be translated as "made" or "designed to...(play)" and the second "built" could be translated as "developed."
