I don't understand the phrase "industrial discontent" mentioned in the paragraph below if I translate it into Chinese. Can I read it as "disputes between capital and labor," or "industrial conflict"? Do they have the same meaning?

"But by the time of the 1979 general election, voters were tired of Labor, tired of industrial discontent, tired of unions who seemed out of control, tired of the post-war consensus and compromise, desperate for change."

"Industrial conflict" fits.
