I read an article "The house was in chaos", should not it be "on chaos"?

Many states use 'in' as a preposition- in a mess, etc.

In AE - at least "my AE" - I would not use "in" with "a mess". I would just say "a mess".
The house is a mess.
With other states, I would use "in". - "in shock" - "in a state of confusion" - "in good health"
