    seems

    Teacher, is this sentence OK? Is "seems" the right word to use?

    I received my personal file. However, it seems incomplete as no performance records are included in the file. Can you send records to me?

    "Seems" is OK if you assumed, but were not sure that performance records should be included in that file.

    Did you mean "personal file" or "personnel file"? Also, I would use "the" before "records" in the second sentence. You are referring to specific records.

    I have received my personal/personnel file but it appears to be incomplete - my performance records were not included. I would be very grateful if you would forward those records to me as soon as possible. Thank you.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
