Absolute secrecy is essential,therefoer/consequently,hence, the fewer who are aware..

"Absolute secrecy is essential, _________, the fewer who are aware of the plan
    the better."

Which word best fit for the blank among therefore, consequently and hence?

Actually my grammar book says the answer is consequently but I think 'therefore' and 'hence'

    can also be used.

"Therefore" would be my first choice. "Hence" runs a close second. "Consequently" runs a distant third.
