[Grammar] Can the "it " in "... whose task it is to ..." be ommited?

I am not a native speaker, but I think that you could delete the word "it", but with it the sentence looks more completely for me. In my language you should use "-" instead "it". But I do not know a rule about punctuation marks in English.
