[Grammar] "Once developed, assessment of the ..."

hello friends.
would somebody please(!) help me to understand the text, specially the beginning:
"Once developed, assessment of the full schedule, including the contribution of the buffers to project lead-time, provides a clear view into the identified potential of schedule risk for the project."

Basically it means they are going to develop a schedule. This schedule will have extra time ("buffers") built into it. Once they actually develop the schedule, they will be able to use it to see where there is the possibility of the risk of going off of schedule.

The beginning words "once developed" suggest that something has not yet been finished. With that in mind, the sentence's verb should be in the future tense "will provide" instead of "provides". Also, the opening modifier appears to be misplaced. It seems to modify "assessment" rather than "schedule".
