In my Cv, I want to write that in my previous job I had to create and foster public relations. Does it make sense?

This must be British phrasing.
I've been in the communications racket for 25 years. I have never created public relations and don't much care for "fostering" them either.
You can manage a public relations program. You can foster community relations. You don't "foster" PR where I'm from.

I completely agree. Were I to read that on a resume I would assume it is a throw-away line.

It may be, if you are in communications, but it means nothing to me.

Do you understand the difference between "community relations" and "public relations"?

Thank you for your comments and replies. In fact, when I started working for that company, nobody was in touch with the media. I contacted them and created a relationship and tried to make it last....

Are these "public relations " or "community relations"?
