    Welcome to the forum.

In this context, "As with" means "In the same way that" or "The same as". It is saying that the istream uses a buffer to communicate with the operating system and that that is the same way that the ostream works.

If you are going to ask about the meaning of words and phrases in this forum, it's important to get the construction of the sentence right. Say "What does "XXXXXX" mean?"
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

Should it be "in general", isn't it?

You're right. I actually didnt see "in" when I read it and "here and generally" is fine. But after "in", it should indeed be "general".

Nobody forgot anything. The volunteer helpers in this forum respond when they have free time. If you want instant answers, you'll have to pay a private tutor.

Very few expressions have an 'absolute' meaning. Context is always important, but the meanings ems gave you in an earlier post will generally fit 'as with'. You'll find examples of the expression here: http://fraze.it/n_search.jsp?q=as+with&l=0&sugg=off

OK and thank you. I didn't want to get the response at once. And use the past tense for the question after OK but,... .
