    to arouse ] people's curiosity.

    Is it incorrect to say "and arouse people's curiosity" without "to"? Maybe "to arouse" is more distinct in meaning.
    4p) He uses creative ideas to find ways to capture people's attention and [ arouse /to arouse] people's curiosity.

    It's fine without "to". The "to" before "capture" is taken to refer to "arouse" as well.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
