Hello,
I sent a thank you letter for my favorite teacher. She responded me that it's one of the nicest card she has ever received from anyone, and it brought tears to her eyes. I don't understand what does "bring tears to my eyes" mean? Does it mean crying?

Yes. It made her cry.

Yes, but she means it made her eyes watery, not that tears were rolling down her cheeks as she collapsed into a fit of sobbing.
"Becoming teary" during a movie is the same thing.
